Gopinath Bordoloi (1890โ1950) was a monumental figure in Indian political history โ a freedom fighter, lawyer, and the First Chief Minister of Assam after Indian independence. He is revered in Assam as 'Lokpriya' (meaning 'Beloved of the People').
Gopinath Bordoloi is one of the few Bharat Ratna recipients from Northeast India. His efforts in drafting the Sixth Schedule are considered as important for tribal India as B.R. Ambedkar's contributions to constitutional law.
1. Keeping Assam in India: Bordoloi's most critical contribution was ensuring that Assam remained part of the Indian Union at the time of partition. He resisted tremendous pressure and political maneuvering that could have forced Assam (particularly the Muslim-majority Sylhet district) to join Pakistan. While Sylhet was lost to Pakistan in a referendum, Bordoloi's diplomatic efforts preserved the rest of Assam for India.
2. Protecting Tribal Rights: He was instrumental in creating the 'Sixth Schedule' of the Indian Constitution, which grants special autonomy to tribal areas in northeastern India. This provision protects the identity and rights of indigenous tribes in Assam, Meghalaya, Tripura, and Mizoram.
3. First Chief Minister: He served as Assam's Chief Minister from 1946 until his death in 1950.
The Sixth Schedule provides for the administration of tribal areas in Assam, Meghalaya, Tripura, and Mizoram through Autonomous District Councils (ADCs). These councils have powers to make laws on certain matters like land management and forest use.
