1. Why did the Consumer Movement start?

Historically, there was no legal system to protect consumers. The movement arose due to extreme dissatisfaction with sellers indulging in unfair practices such as:

  • Adulteration: Mixing impurities into food (e.g., stones in rice, water in milk).
  • Black Marketing & Hoarding: Creating artificial scarcity to sell goods at insanely high prices.
  • False Measurements: Weighing less than what the consumer paid for.
  • False Advertising: Making false claims about the quality or safety of a product.

2. Evolution of the Movement in India

In India, the movement started as a 'social force' in the 1960s. Initially, consumer groups only wrote articles and held exhibitions against food shortages and hoarding. By the 1980s, consumer groups started filing public interest cases in courts to force companies to take accountability.

3. The COPRA Act (1986)

Because of the immense pressure created by the consumer movement, the Indian Government took a historic step in 1986. They passed the Consumer Protection Act (COPRA).

  • This act legally guaranteed basic rights to consumers: Right to Safety, Right to Information, Right to Choose, and Right to Seek Redressal.
  • It set up a three-tier quasi-judicial system (District, State, and National Consumer Courts) specifically to solve consumer disputes rapidly and affordably.
