As the mother bird enters the thickness of the branches to feed her babies, the entire tree suddenly comes alive. The baby birds start chittering, and flapping their wings. The poet compares the bird to an 'engine' because, just as an engine powers a machine, the mother bird powers and brings life to the silent tree and her family.
After feeding her young ones, the Goldfinch flies away into the infinite sky. As soon as she leaves, the Laburnum tree once again becomes empty, silent, and seemingly lifeless, just as it was at the beginning.
The poet uses the image of an 'engine' because just as an engine provides energy to start a machine, the Goldfinch acts as the engine for her family, bringing noise, movement, and life to the otherwise silent and dead-looking tree.
